Talent Acquisition Challenges in the Public Sector (Michelle Noone, publicjobs)

Public Sector Sustainability Accounting and Reporting: An All-Ireland Perspective (Ciaran Connolly and Elaine Stewart, Queen’s Business School)

  • This session will explore the current state of SAR practices in the Northern Ireland and Republic of Ireland public sectors (including state and semi-state organisations), including the challenges and opportunities for such reporting. It will also identify gaps in SAR and, drawing on global best practice, make recommendations for improvements.
Role of Data in Decision Making (Tim Linehan, CSO)
  • Good data and statistics forms the correct basis of all good policy and decision making. Recent years have seen a revolution in the use of data in the Public Sector Particular context is given to the evolving nature of public sector statistical data, and the role of the Central Statistics Office, in answering some of the most important questions facing Ireland.

Elaine Stewart
 
Elaine is a Senior Lecturer and Programme Director for the Undergraduate Accounting pathway. She teaches first year management accounting and public sector accounting on the MSc Accounting and Finance. Her research interests include financial reporting reforms in UK and Irish central government; sustainability and climate change reporting in the public sector; and financial capability mechanisms in the not-for-profit sector.
 
Ciaran Connolly
Ciaran is Professor of Accounting at Queen’s University Belfast and Deputy Head of Queen’s Business School. A fellow of Chartered Accountants Ireland, he holds a DPhil from the University of Ulster and an MBA from Queen’s University Belfast. Ciaran’s teaching interests are in the areas of financial accounting and not-for-profit accounting. Ciaran’s main area of research is in the field of public services, particularly the financial and performance measurement aspects of the charity and public sectors.
 
Paddy Moran
Paddy, a qualified Neuro Organisational Culture Trainer & Coach, is an expert in neuro leadership, team development, and company culture enhancement. By integrating neuroscience into the workplace, Paddy enables leaders and teams to optimise their cognitive abilities, resulting in improved team well-being, engagement, productivity, and organisational "connectedness".

Gina McIntyre
Gina is the Chief Executive of the Special EU Programmes Body (SEUPB), a cross-border body established under the Good Friday Agreement and working to the Government of Ireland and the Northern Ireland Assembly. 
Gina is responsible for the PEACEPLUS Programme which has a value of €1.144 Billion.  This new cross-border funding Programme is supported by the European Union, the Government of the United Kingdom of Great Britain and Northern Ireland, the Government of Ireland, and the Northern Ireland administration.
The Programme is designed to support peace and prosperity across Northern Ireland and the border counties of Ireland, building upon the past 25 years of work of the previous PEACE and INTERREG Programmes. 
Having spent most of her career involved with EU support programmes, Gina has gained extensive knowledge of the complex cross-border development needs of the region and the appropriate European funding instruments available to meet them.
Gina is a qualified chartered accountant who trained and qualified with Coopers & Lybrand (now PWC). Before joining the SEUPB as the Director of Corporate Services in 2003, she gained extensive practical knowledge of managing the distribution of cross-border PEACE funding during her work for Co-operation Ireland.
Gina is a regular speaker at major conferences and exhibitions across Europe on the management of EU Programmes in a post conflict society.
 
Tim Linehan
Tim Linehan is a Senior Statistician in the Central Statistics Office, responsible for Life Events and Demography. This area covers annual population estimates, State population projections and births, marriages and death statistics. He has been with the Central Statistics Office since 2007 and previously worked in Crime Statistics and Methodology. His research interests include demographics and time series.
 
Michelle Noone
Michelle is the Head of Recruitment Talent Strategy at publicjobs, and has responsibility for leading on and overseeing the delivery of our strategic recruitment priorities. She also leads and oversees activities relating to Senior Executive Recruitment and State Boards, which includes the appointments process for Chairpersons and Non-Executive Directors to the boards of state agencies, as well as senior competitions. Prior to joining in 2014, Michelle worked as an Executive Search Manager in KPMG providing recruitment services to clients in PLCs, Irish indigenous and SMEs across a variety of industry sectors. She started her career in Human Resources with PricewaterhouseCoopers in Paris, and she is the current President of Alliance Francaise Dublin.
 
Conor Murphy
Conor Murphy MLA was appointed Economy Minister on 3 February 2024.
Having first been elected to the Assembly in 1998, Mr Murphy served as Finance Minister between 2020 and 2022 and Minister for Regional Development between 2007 and 2011. He has also been a member of the Enterprise, Trade and Investment Committee and the Public Accounts Committee.
Mr Murphy was MP for Newry and Armagh between 2005 and 2015.
